Ranks stay nationwide when filtered. The estimate is not a parcel valuation or a typical building-plot price.
A municipality profile brings together local prices from RCN notarial deeds, the number of sales, population data and planning and surroundings information. Below are the 980 profiles of municipalities with at least 10 undeveloped-land sales in the latest 12 months, so the municipality price can be compared (period 24.10.2025–24.10.2026). The median price of those sales is shown next to each name. Profiles are in Polish.
The source is notarial deeds from the Polish Real Estate Price Register (RCN): undeveloped land, full 1/1 ownership, free-market sales, excluding roads, shares and ambiguous bundles. For each municipality we take the shortest period with at least 12 deeds: 12, 24 or 36 months (plots from 300 m²); older prices are adjusted to today with the regional price trend.
The municipality price combines the median of its sales with an estimate from the 8 most similar municipalities (location, type, population, GUS density, distance to a city over 100,000). Sales weigh n/(n+5): 50% with 5 deeds, 80% with 20. Without local deeds, the price comes entirely from comparable municipalities.
In this dataset: 336 reference municipalities, local data in 1,331 municipalities, dominant in 643.
The test hides all data from the target municipality’s county and compares the comparable-municipality estimate with its actual median. Typical error: ×1.42; 80% of errors are within ×1.99; largest: ×7.26. With the municipality’s own sales the error is smaller. The rank range in the details (“i”) shows the effect of this uncertainty — it is not a guarantee.
Limitations: the model does not know a parcel’s zoning, access or utilities. A plot sold with a house under construction can be recorded in the RCN as undeveloped land and may inflate the result. The map and ranking use exactly the same index; plain transaction medians are in the “RCN transactions” view.
